I am pretty sure your spiky plant is a Cordyline australis variety. The hardiness is up for debate depending on what variety you have. The varieties range in hardiness from zone 7 to 3, you are zone 5 or 6. I would assume yours is hardy since it's planted there. As far as maintenance, it's an evergreen so you don't need to cut it back to the ground like you would tulips. If some of the leaves are looking tattered and not in great shape, you can cut them off at the base.
